Why not Cuba?

Yesterday marked the 50th anniversary of the Cuban Revolution.  That’s a long time to for a people to suffer through a Soviet-styled system no matter how many successes claimed. 

Cuba has made itself rich in educated scientists, doctors, healthcare workers, and the like for a nation of its economic capacity.  It may be a perfect candidate to implement a gentle plural technocracy given some enlightened leadership and much greater openness.  Of course it will take great will power to keep out the speculators until a framework could be worked out, but why not?  Why not Cuba as the first modern pluristic technocracy?
